Ophthalmic Dispensing Professionals

To protect the health, safety and welfare of the people of the State of New Hampshire, the legislature entrusted the Executive Director of the Office of Licensure and Certification (OPLC) with the regulation of Ophthalmic Dispensing which is the design, verification, and delivery to the intended wearer of lenses, frames, and other specially fabricated optical devices based on a prescription.

The executive director's tasks include:

  • Accepting applications for certificates of registration and approving or denying such applications
  • Renewing certificates of registration
  • Suspending or revoking certificates of registration as necessary, and conducting hearings regarding the denial, suspension, revocation and renewal of certificates
  • Accepting written complaints from the public against registrants and conducting necessary investigations upon such written complaints
  • Publicizing the complaint procedure
  • Adopting rules for ophthalmic dispensing
  • Reporting to the governor and council annually

Public Hearing

On April 3, 2018, the Executive Director of the Office of Professional Licensure and Certification (OPLC) adopted as an initial proposal Plc 100-200 pdf file, relative to organizational and practice and procedure rules for the practice of body art, electrology, massage therapy, ophthalmic dispensing, and reflexology, structural integrators, and Asian body work therapists.

The Executive Director will be holding a public hearing on Plc 100-200 pdf file on June 7, 2018 at 9:00 a.m. at the Office of Professional Licensure and Certification, 121 S. Fruit Street, Concord, NH 03301. Anyone interested in providing oral testimony on this proposal may do so at that hearing. Alternatively, any person interested in providing written testimony on this proposal may do so through the end of the public hearing by mailing such testimony directly to the OPLC or by emailing to robert.lambertijr@oplc.nh.gov.
