To protect the health, safety and welfare of the people of the State of New Hampshire, the legislature entrusted the Executive Director of the Office of Licensure and Certification (OPLC) with the regulation of Ophthalmic Dispensing which is the design, verification, and delivery to the intended wearer of lenses, frames, and other specially fabricated optical devices based on a prescription.
